Running the previous version of the Windows application required ASCOM Platform 6.2 to be installed. This one does away with that while still retaining the ASCOM functionality when the Platform and the driver are both installed.

Some users are not entirely astronomy focused, and even if they are they do not necessarily use the ASCOM Platform. Version 1.21 of the Windows application supports running even the ASCOM Platform is not installed.
